Volodymyr Lytvyn, Chairman of The
Verkhovna Rada of Ukraine,
expects that local elections will give impetus to the political dialogue about
the development of Ukraine.
"Ukraine shall prove its capability of holding democratic elections," V.Lytvyn stated, meeting the representatives of the international missions to observe the mayoral elections and the elections to The Verkhovna Rada of the Autonomous Republic of Crimea and local councils.
According to the Head of the Parliament, Ukraine "will pass the test for democracy." He deems necessary to hold the elections in the legislative framework, as "the parties and politicians will be assessed by the public." V.Lytvyn believes that "continuing conflicts after the presidential elections" are among the peculiarities of the ongoing election campaign.
The Chairman of The Verkhovna Rada of Ukraine calls for holding "a national discussion of the development of Ukraine" after the elections, debating "further arrangement of political life and election legislation, in particular". V.Lytvyn calls for "party-building" and introduction of amendments to the laws regulating activity of the political parties and NGOs. According to the Head of the Parliament, the Electoral Code should be adopted after the elections. Moreover, this Code shall not be amended due to any "pre-election political implications."
V.Lytvyn stressed that the bill on
the local elections was adopted in compliance with the Standing Orders. He
guaranteed that The Verkhovna Rada "will make sure that all possible complaints
about the elections are investigated."
Asked about the new constitutional provisions, V.Lytvyn called for observing "the supremacy of Law." He emphasized that the Resolution of the Constitution Court "is not subject to appeal, but to implementation." "Everything else is the political assessment," he stated.
The Head of the Parliament deems necessary to protect the legislative base. He informed that The Verkhovna Rada amended 34 Laws to harmonize the legislation with the applicable Constitution.
